Since 1998, Reveille has been assisting urban and rural communities in various planning and economic development capacities. Our practical knowledge in both the planning and economic development realms have helped our communities in creating and retaining jobs, and in obtaining grants and other funding resources necessary with Plan Implementation.

Our Team has assisted clients and communities secure over $100 Million in grants/loans and partnerships to bring projects to life.

Meet the Team

Glenn Grisdale AICP, GISP

Principal | Planning | Economic Development

In the last 20 years, Glenn has been immersed in almost every aspect of community development, from developing plans for large suburban counties and assisting Fortune 500 companies with economic incentives to developing zoning resolutions for small rural townships, and everything in between. A decorated combat veteran, Glenn is a member of several boards and organizations including the American Institute of Certified Planners, The GIS Certification Institute, and the International Economic Development Council.

He is currently the economic development consultant for a variety of cities in Ohio. His unconventional approach to planning and embracing the public has been touted by many as a fresh new perspective that’s much needed in the profession. He holds two degrees, including a Master’s Degree in Public Administration from Bowling Green University and is triple certified in planning, GIS, and economic development finance.

Joachim Gfoeller, Jr.

Principal / Strategic Investments

Mr. Joachim (Joe)  Gfoeller, Jr. acts as Reveille’s Principal of Strategic Investments helping to leverage and infuse private equity sources into the many adaptive reuse and community development projects Reveille is asked to scope and oversee.

Mr. Gfoeller serves on several corporate boards, including those of Jacuzzi Brands, Sterifre Medical, Xatek, Inc, and TecTraum, Inc.  Previously, he served as General Partner of  GMG Capital Partners L.P, a venture capital investment firm he co-founded in 1997.

Joe, a Member of the Council on Foreign Relations, received his M.B.A. in Finance from the University of Pennsylvania’s Wharton School, and has a Master’s Degree in Economics from the Johns Hopkins School of Advanced International Studies, and a B.A (Magna Cum Laude) in International Studies from The Ohio State University.  Joe also performs the role of Director of Investments and Co-Director of Business Development for Nottingham Spirk (NS), a leading product invention and innovation firm based in Cleveland, Ohio. 

Tom Lemon AICP

Principal | Planning

Tom has over 30 years of experience in planning and zoning the public realm, most recently as the former director of the Toledo Lucas County Plan Commissions serving a population of 450,000. At Reveille, Tom’s leadership is responsible for technical assistance for a variety of planning and community/economic development services that Reveille provides to local governments, including assistance in developing comprehensive plans and zoning.

Tom assists organizations and other entities in facilitating their land use plans and initiatives and previously worked for the American Planning Association. Tom previously served as an instructor for the Michigan State University and University of Toledo urban planning programs. He holds a Master of City and Regional Planning (MCRP) from The Ohio State University and a Bachelor’s degree in business from Michigan State University.

Ben Kenny

Economic Development | Planning

Over the last 34 years, Ben Kenny has witnessed almost every aspect of the community development field—from directing a rural, four county Council of Governments to spearheading a small town planning process at WSOS CAC called “Project Good START” that was implemented in over 50 rural communities in five states. Ben has authored or co-authored numerous land use, comprehensive, downtown revitalization, and economic development plans at the county, municipality, and township level, helped local governments obtain federal and state funding for projects ranging from industrial park infrastructure to a career education center, and helped create and operate five county-and city-wide business revolving loan funds.

Ben received his bachelor’s degree in Economics from Kenyon College, and a Master’s of City andRegional Planning degree from The Ohio State University. He is currently serving or has served on boards of the Ohio Finance Fund, Huron County Economic Development Council, Downtown Fremont (Ohio), and Enrichment Services of Huron County.

Tom Blaha

Principal | Economic Development

Tom’s leadership is critical in providing guidance to many of Reveille’s clients in the economic development realm. Tom has over 30 years of applied economic development experience. As the executive director of the Wood County Economic Development Commission, he was responsible for attracting more than $3 billion in private sector industrial investment, creating or retaining more than 7,000 jobs in a rural county with a population of 120,000. These accomplishments were recognized by the Ohio Development Association with their prestigious “Red Carnation Award,” and by Moody’s Investors’ Services through elevating the county bond rating from A to AA. He has worked closely with the Ohio Governor’s Office, Ohio Department of Development, and Ohio regional economic development groups in trade missions to: Canada, Japan, Germany, France, and the United Kingdom.

Tom holds two degrees, including a Master’s degree in economics and geography. He is also a graduate of the University of Oklahoma’s Economic Development Institute and is a member of several national economic development organizations. He is the past president of NORED, a 10-county regional economic development group, and most recently assisted Fulton County, Ohio in the formation of the Fulton County Economic Development Corporation.

Adam Hoff P.E.

Infrastructure Planning | Zoning | Economic Development

With over 30 years of practical experience in the planning, permitting, funding, design and construction of public utility, treatment and roadway infrastructures, Adam has developed an extensive resume of projects and clients, with a strong focus on local municipal infrastructure. His projects have included planning, design, bidding and construction phase engineering services for projects ranging from small water mains to deep, large diameter conveyance and storage systems and related roadway reconstruction, as well as regulatory negotiations. He has been responsible for the development and review of water and sewer rate studies, as well as plan review and inspection services for residential, commercial and industrial developments. This diversity of experience provides him the capability to easily adapt to varying project requirements and expectations to the benefit of his clients.

Adam is a graduate of Ohio Northern University with a Bachelor’s of Science in Civil Engineering and is a registered professional engineer in Ohio and Michigan. He previously served as the City Engineer for Napoleon, Ohio and as the Toledo office lead for a Top 10 Global Design Firm prior to opening Hoff Consulting Services, LLC in Maumee, Ohio in 2018.

Rachel Bach AICP

Principal | Community Development

Rachel Bach has extensive experience leading governmental agencies and non-profit organizations with transformative community projects including transportation, beautification and property redevelopment. Her approach to planning helps to create opportunities for shared public life using placemaking, branding and niche marketing strategies. She is adept at navigating multiple facets of land development and construction, budgeting and project financing, regulations and code compliance, and has been resourceful in securing project funding through federal and state grant programs.

Her career spans more than 20 years of diverse leadership roles throughout South Florida and Northwest Ohio. Rachel has been a member of the American Institute of Certified Planners (AICP) since 2000 and earned a Master of Urban and Regional Planning from Florida Atlantic University.

Kevin Michel

Community Development Analyst

In his role as Community Development Analyst, Kevin’s job is to provide a fresh perspective to community development projects and identify unique solutions to planning issues that arise during the planning process. He assists with zoning code modifications; plan development, economic development, and demographic and economic data analysis. Kevin has also assisted in the creation of a COVID-19 Economic Impact Survey to gauge the effects of the pandemic on businesses throughout the areas where Reveille works.

Kevin is currently a graduate student at The Ohio State University studying Public Administration at the John Glenn College of Public Affairs. He holds two Bachelor of Arts degrees from Bowling Green State University in History and Philosophy.

Quentin Kilpatrick

Community Development Analyst

Quentin is responsible for technical and developmental assistance for a variety of planning and community/economic development services that Reveille provides to local governments, development organizations, and businesses, including research and analysis for comprehensive and economic development plans. Quentin was an instructor in research methods, social statistics, and other Sociology undergraduate courses.

He holds a Bachelor of Arts degree from Bowling Green State University and a Ph.D in Sociology (specialization in population statistics) from Florida State University.

JD Orr

Principal Designer | Visual Preference Expert

JD’s 40 years of design experience provides the Reveille Team with community branding, design concepts, design refinement studies, and sketch rendering studies that transform ideas into visualized, implementable projects. Making ideas visual is a vital component in promoting innovative land usage and development today, as well as helpful in building general public consensus.

Jim is a former 12-year Director of Design-North America for General Motors assigned to the Corvette design staff and a graduate of Center for Creative Design located in Detroit, Michigan. He is also the founder of the International Center for Creativity affiliated with Cedarville University and the Advanced Formations Design Group, located in Columbus, Ohio.
